Forms Needed to Process Your VA Education Benefits

New Veteran Students Applying for Benefits

If you are a new student who is a veteran or other eligible dependent that has never used your VA education benefits and would like to apply, you need to first complete and submit an Application for Educational Benefits through the Veterans On-Line Application website (VONAPP) or the application can be downloaded and returned by mail to the VA for processing. Once the application has been processed by the VA, they will provide you with a Certificate of Eligibility (COE). A copy of the Certificate of Eligibility (COE), which is the notification that your benefits have been approved, should be provided to MICA's VA Certifying Official.

Chapter 30 (MGIB - Montgomery GI Bill - Active Duty Educational Assistance Program)

  • Complete VA Form 22-1990, Application for Educational Benefits. This needs to be done as early as possible after you have been accepted by MICA, as it takes a minimum of nine weeks or more to process your claim.
  • Obtain and submit copies of your DD-214, Certificate of Release or Discharge from Active Duty, the MICA Veterans Request for Certification Form, and your Certificate of Eligibility (COE) to the MICA VA Certifying Official.
  • Once your paperwork has been processed by MICA's Certifying Official through VA, you must certify your enrollment monthly through the VA (W.A.V.E.) website.

Chapter 1606 (MGIB-SR - Montgomery GI Bill - Selected Reserve Educational Assistance Program)

  • Complete VA Form 22-1990, Application for Educational Benefits. This needs to be done as early as possible after you have been accepted by MICA, as it takes a minimum of nine weeks or more to process your claim.
  • Obtain and submit copies of your DD-2384-1 (Notice of Basic Eligibility - NOBE) and the MICA Veterans Request for Certification Form to the MICA VA Certifying Official.
  • Once your paperwork has been processed by MICA's Certifying Official through VA, you must certify your enrollment monthly through the VA (W.A.V.E.) website.

Chapter 1607 (Reserve Educational Assistance Program - REAP)

  • Complete VA Form 22-1990, Application for Educational Benefits. This needs to be done as early as possible after you have been accepted at MICA, as it takes a minimum of nine weeks or more to process your claim.
  • Obtain and submit copies of your DD-2384 (Notice of Basic Eligibility - NOBE) and all active duty documents in response to a war or national emergency, such as military orders or DD-214 and the MICA Veterans Request for Certification Form to the MICA VA Certifying Official.

Chapter 31 (Vocational Rehabilitation Education Assistance Program)

  • The Department of Veteran Affairs Rehabilitation Counselor must provide you with VA Form 22-1905, Authorization and Certification of Entrance or Re-entrance into Rehabilitation and Certification of Status Form. MICA's VA Certifying Official must have a copy from the Department of Veterans Affairs on file before students can be certified.

Chapter 35 - DEA (Application for Survivors and Dependents Educational Assistance)

  • Complete VA Form 22-5490, Dependent's Application for VA Education Benefits. This needs to be done as early as possible after you have been accepted by MICA, as it takes a minimum of nine weeks or more to process your claim.
  • Obtain and submit a copy of the MICA Veterans Request for Certification Form to the MICA VA Certifying Official.

Chapter 33 (The Post 9/11 Veterans Education Assistance Act)

  • Visit the Department of Veterans Affairs website for complete eligibility and entitlement information, or call the GI Bill Hotline at 1-888-GI-BILL-1 (1-888-442-4551). Review the VA Education Benefit Programs Comparison Chart to ensure you are electing the benefits best suited for you.The Post 9/11 GI Bill is an irrevocable election.
  • Complete the VA Form 22-1990, Application for Education Benefits after you have reviewed eligibility and entitlement information.
  • Submit copies of the Certificate of Eligibility (COE), the DD-214 or Military orders and the MICA Veterans Request for Certification Form to the MICA VA Certifying Official.
  • If applicable, complete the MICA Application for the Yellow Ribbon Program.
